SALARY:
HOURLY - $17.1686 - $19.712
MONTHLY - $2,975.90 - $3,416.60
ANNUAL - $35,710.83 - $41,000.00

MIMIMUM REQUIREMENTS

Bachelor's Degree in Information Technology or a field related to Information Technology and one (1) year of experience with document control duties and responsibilities using scanning, imaging, physical filing, organizing and maintaining documents, completing full body-of-data searches, creating data summaries, interacting with staff, clients and the public for information exchange, responding to right to know requests, and archiving inactive records;
OR
Certificate in Information Technology, College level coursework in Information Technology or a field related to Information Technology, and five (5) years of experience in scanning, imaging, physical filing, organizing and maintaining documents, completing full body-of-data searches, creating data summaries, interacting with staff, clients and the public for information exchange, responding to right to know requests, and archiving inactive records;
OR
An equivalent combination of experience and training acceptable to the Allegheny County Health Department.

NATURE OF WORK

This is advanced technical and administrative work in the field of management of data resources and document management through the planning, design, implementation, and operation of database systems.
An employee in this class is responsible for the documents security, control, storage and management of a massive information system for an entire program such as Air Quality Program or Public Drinking Water Program of the Allegheny County Health Department.  The employee manages by establishing and implementing policies and procedures for the protection and dissemination of records, organizing and maintaining documents, completing full body-of-data searches, creating data summaries, interacting with staff, clients and the public for information exchange, responding to right to know requests, and archiving inactive records.  Unusual projects can be received from professional or technical supervisors, but typically, the work is to be planned and performed independently.  Supervision may be exercised over clerical personnel as it relates to managing program documents.  Supervision is received from higher level management or technical personnel through program effectiveness.

KNOWLEDGE AND ABILITIES

Knowledge of the principles, practices and techniques necessary to maintain an electronic file structure capable of storage and retrieval of electronic files.
Ability to interface with and lead other management personnel in the area of data and document management
Ability to scan paper into electronic files using software that has optical character recognition capabilities and the ability to store metadata along with the file.
Ability to use email including adding attachments and imbedding hyperlinks, etc.
Ability to use Microsoft Office products such as Word, Excel, Power Point.  Knowledge of Access is helpful.
Ability to work independently and be highly motivated.
Ability to provide training to staff personnel.
Ability to establish and maintain effective working relationships with staff.
Ability to express ideas clearly and concisely, orally and in writing.
Ability to respond to emergencies
