Applications Developer positions with the PA Department of Labor & Industry

The PA State Civil Service issued the Applications Developers and Administrators test announcement today. The Department of Labor & Industry has multiple employment opportunities for Applications Developer 2 job titles and Senior Applications Developer job titles to be located in Dauphin County over the next 12 months.  Applications will be accepted until further notice. These positions are civil service covered.  Candidates with a bachelor’s degree in any information technology field qualify for the Applications Developer 1 and 2 job titles. Students may take the test if they have completed 90 or more credit hours in any information technology field and expect to receive a bachelor’s degree within the next 7 months.  The Commonwealth of Pennsylvania provides a competitive salary, comprehensive benefits program, including generous paid time off, and a pension plan.  OFFICE OF INFORMATION TECHNOLOGY OVERVIEW:
 Labor & Industry‘s Office of Information Technology plans, develops, implements and manages a comprehensive information technology shared service organization for the Department, the purpose of which is to ensure the coordinated, effective, and efficient utilization of information resources in support of Labor and Industry and Commonwealth enterprise business goals and objectives.  The Office of Information Technology provides department-wide services for IT infrastructure, operations, network support, project management, enterprise application development and architecture, business application development, customer support, training and resource management.
 JOB SUMMARY:
 Successful candidates will have the opportunity to contribute to the evolution of the system's architecture and technology, as well as the continual improvement of development processes for the PA Department of Labor & Industry (L&I).  
Applications Developers will analyze, plan, design, develop, test, debug, maintain, and document computer applications required to meet clients’ needs.  Additionally, these positions will complete system documentation and procedures for installation and maintenance of applications and work with clients to define system requirements for enhancements or modifications.  Senior Applications Developers work with greater independence and design and develop more complex computer applications for larger systems. 
 ESSENTIAL SKILLS:
For positions in our Bureau of Business Applications Development, Unemployment Compensation Division, Java development skills are the primary skills needed, and experience in the following would be beneficial: J2EE, JavaServer Pages (JSP), Servlets, JSR168 portlet Specifications, Java Development for Procedural Developers Using Eclipse, Web Services Development with IBM Rational Application Developer V6 Service Oriented Architecture, Rational Software Architect, Hibernate, Rational Requisite Pro, Rational ClearQuest, XML, JavaScript, Web Services, Cascading Style Sheets (CSS), HTML and DHTML.  Standard data Management systems used by L&I in this assignment include Oracle, and SQL.
For positions in our Bureau of Enterprise Services, Center of Excellence Division, experience in the following technologies is essential: Visual Studio 2005 (.Net Framework 2.0) or higher, Object Oriented Programming with C# or Visual Basic.Net; ASP.Net Web Forms development, HTML, Cascading Style Sheets (CSS), JavaScript; Data Modeling/Database Design; T-SQL programming; additional experience in the following would be beneficial: Crystal Reports, SQL Server Reports, Visual SourceSafe, Team Foundation Server (TFS), Microsoft Enterprise Library, Web Services (SOAP), XML, XSLT, AJAX, and Silverlight.

You must be a Pennsylvania resident, of good moral character and able to perform the essential functions of the job.

Applications Developer 1 - One year as an Information Technology Trainee or Computer Programmer 2; OR 1 year of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; OR 3 years of information technology experience that includes 1 year of experience in applications development or applications maintenance; OR an equivalent combination of experience and training.


Applications Developer 2 - One year as an Applications Developer 1 or Computer Programmer 3; OR 2 years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; OR 4 years of information technology experience that includes 2 years of experience in applications development or applications maintenance; OR a bachelor's degree in any information technology field.


Senior Applications Developer - One year as an Applications Developer 2 or Computer Programmer 4; OR 3 years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; OR 5 years of information technology experience that includes 3 years of experience in applications development or applications maintenance; OR 1 year of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; OR an equivalent combination of experience and training.


Applications Developer Administrator - One year as a Senior Applications Developer; OR 4 years of information technology experience in applications development or applications maintenance, and an associate’s degree in any information technology field; OR 6 years of information technology experience that includes 4 years of experience in applications development or applications maintenance; OR 2 years of information technology experience in applications development or applications maintenance, and a bachelor's degree in any information technology field; OR an equivalent combination of experience and training.

Clarification of Requirements

You may substitute related education for the required experience or appropriate experience for the required education.  Unrelated experience or education will not be accepted.

TESTING

The test will be administered on a computer.  Information about computerized testing is available online at www.scsc.state.pa.us OR in paper form at any State Civil Service Commission office.

You will have a maximum of 3 hours to complete the test which will cover the following subject areas:

The test will be administered in the Harrisburg, Philadelphia and Pittsburgh State Civil Service Commission offices, Monday through Friday.
