Election Board Instructions

            Reviewing Materials in blue tote PRIOR to Election Day
            Check for correct precinct (PEB’s, Poll books).
            All voting equipment is in the proper polling location.
            Important Information:
            **IF poll book is not correct, you MUST call the courthouse BEFORE         
             Allowing a voter to vote.**
            *Any discrepancies with Voter Information call the Registration Hotline.
*Watchers’ Certificates: Any questions relating to Watchers refer to Watchers Guidelines or call Registration Hotline.
            Opening the Polls
           Arrive by 6am-Polls open PROMPTLY at 7am!
           Take the “Election Officer’s Oaths” (All Board Members Sign).
           Sign the Gold Payment Sheet (Judge Initials).
Record the Seal Number & County ID Number of each machine on the                         second gold sheet (discard seals after they are recorded).

Post: All Material contained in the envelope labeled “Postings” and a sample ballot.

Use Open and Close PEB (has pink label) to open the machines and print the zero tapes.
(One print out=three copies)

Sign each zero tape; one is posted, one is placed in “Envelope A”, one is placed in “Envelope B” with the Minority Inspector.

Primary Elections- PA Law=Closed Primary

Only DEMOCRATIC and REPUBLICAN voters participate in a primary. Only if there is a ballot question can 3rd party voters vote the question.

Be sure to use the party cards supplied in box for each voter, so the machine operator knows what party to choose on the voting screen.
Only the machine operator will select Democratic or Republican on the voting screen once it is cued up.

How to Process a Voter
ELECTOR SHOULD STATE THEIR NAME AND SIGN IN THE POLL BOOK. IF THERE IS NO SAMPLE SIGNATURE IN POLLBOOK SEE AFFIRMATION INSTRUCTIONS

IF a person is not listed in the poll book or has not been verified through the Courthouse they are NOT permitted to vote on the machine.
 DO NOT make any additional or unauthorized notations in the Poll Book
  Remember both ‘Active’ and ‘Inactive’ voters are allowed to vote.

*Inactive voters are only permitted to vote on machine if they sign an    affirmation.
Affirmations- Used also when signature is blank in sample signature box or a voter has an inactive status in the poll book.
Forms are located in the front pocket of the poll book.

VERY IMPORTANT- If a voter needs to show ID it will be marked in the Poll Book.
 Proper forms of ID are found on page 10 of the Election Day Digest.
Reasons for ID are- IF they are a first time voter, first time voting at a             new polling location or otherwise indicated in the poll book by their name.
Review the voter ID instructions and the Affidavit to be signed at the end   of the night.
Board member checking ID must sign their initials in the corner of the signature box.


The voter must sign in PEN in the correct box; then PRINT the voters’ name in both of the yellow ‘Numbered List of Voter’s booklets’. Then place the sequential number in the poll book where it says Voter# and the poll worker should initial the Poll Book.

Provisional Ballots

YOU MUST CALL THE COURTHOUSE FOR VOTER VERIFICATION AND DIRECTIONS ON HOW TO COMPLETE A PROVISIONAL BALLOT AT           724-830-3150.

Provisional Ballots- Used when a voter’s name doesn’t appear in the poll book and their registration status cannot be verified by the Election Bureau.

Also used when a first time voter in that polling place must show ID and they do not have ID.

After a provisional ballot is cast, sign the front green sheet in the poll book and place it in the proper envelopes and return to the Courthouse at the end of the night.

Emergency Ballots- Call the Courthouse.

           Absentee Ballot
 Absentee ballot is a voted ballot submitted before an election by a voter         who is not able to be present at the polls on Election Day.
When the absentee envelopes are delivered, check to be sure it is for your precinct and then set aside.

DO NOT OPEN ANY ABSENTEE BALLOTS UNTIL AFTER ALL THE VOTERS HAVE VOTED AND THE POLLS ARE CLOSED AT THE END OF THE NIGHT.
***Ballots must be available to challenge throughout the day; opening them sooner would make this impossible***.

You will need to check the poll book(s) to make sure that none of the people that returned an absentee came to the polls to vote.  If someone voted in person their absentee MUST be VOIDED and returned unopened.
If an absentee voter comes in person to vote on Election Day, simply write “Void voted on machine” on their ballot and allow them to vote as normal.

Absentee ballots should be removed from the envelopes containing the voter’s information, placed in a pile and mixed up to keep the voter’s privacy so no one knows who voted for whom.

Please do not put any ballots back into their envelope. 
           Ballots are to be laid flat in the Absentee Envelope at the end of the night.

Closing the Polls

Polls close promptly at 8pm
Refer to the PURPLE SHEET on step by step instructions to close polls and do paper work. 

***If there are voters in line at 8pm you must let them vote; bring the voters inside the building and lock the door-if that is not possible, have a poll worker stand at the end of the line and all voters in front of the poll worker will be able to vote.

Complete green and white return sheet with any absentees to be recorded.

Follow procedure to close machines, when finished closing print results tapes from the last machine.

Print 4 results tapes and sign all four.  Post one at the polling place, one goes in Envelope A, one in clear container with PEB’s and flash cards, and one in Envelope B given to the Minority Inspector.

After closing machines and printing results tapes, cut the seal and PULL ALL FLASH CARDS out of the machines-place flash cards in clear container. Then reseal machines with the Blue Button seals and record the serial # on the gold seal sheet.

Poll books, printer, extension cords and adapters go in blue tote.

         Returning to the Courthouse

Come to the Pennsylvania Ave. Garage entrance in the back of the                                Courthouse, people will be waiting there to take your blue tote.

Once directed to park your car, bring ALL Election materials to the lobby (1st floor) of the Courthouse.

Refer to the Purple Sheet on how to return the Election Supplies.
The very first table you come in contact with will need the two gold colored papers and any registration forms.
Any of the six tables beyond that will receive all other hand carried items you have with you.
